After three decades of chronic under-funding of community mental
health services for individuals with severe mental illness,
California voters approved Proposition 63 — the Mental Health
Services Act (MHSA) — in 2004. This landmark initiative increases
funding for the community mental health system, and lays the
groundwork for the transformation of the mental health service
delivery system from a “fail first” system to one that promotes
early intervention and recovery.
