FSP Tool Kits
Full Service Partnership (FSP) programs were designed under the leadership of the California Department of Mental Health DMH) in collaboration with a wide range of stakeholders including the California Mental Health Directors Association, the California Mental Health Planning Council, the Mental Health Services Oversight and Accountability Commission, individual mental health clients and their family members, mental health service providers. Since their inception in 2005, FSP programs continue to develop and improve by identifying and implementing key practices that consistently promote good outcomes for mental health clients and their families.
CiMH developed the FSP toolkit series with funding from California DMH to be a useful reference and set of guidelines to assist provider organizations, their staff and consumer/family member partners in implementation and ongoing quality improvement of FSP programs that embody the guiding principles of the Mental Health Services Act (MHSA). The first component in the series, the FSP Philosophies and Practices Tool Kits, includes one volume/version for each age group served by these MHSA funded programs:
-Children
-Transition Age Youth (TAY)
-Adults
-Older Adults
The second component, the FSP Cultural Relevance Tool Kits expands on that foundation of the practice toolkits and focuses on the principles of cultural relevance which is core to the vision of MHSA. This Tool Kit presents guidelines and practical tools to assist counties and providers in improving the quality of and access to care for unserved, underserved, and inappropriately served ethnic and cultural groups. The third and final component of the series is FSP Performance Measurement. This volume provides methods and actual program examples for measuring the process of FSP implementation and the outcomes of programs and services.
The Tool Kits have numerous unique characteristics that include:
-Input from diverse, statewide advisory committees that represent all of California’s public mental health constituents, including clients, family members, counties, and mental health service providers.
-Identification of service delivery models for age-specific full service partnerships accompanied by an overview of practices that can be integrated into full service partnerships.
-References and links to websites and other resources offer additional in-depth information on the majority of practices included in the Tool Kit.
-Recommended resources to assist in the ongoing development of full service partnership programs that support clients in their recovery.
